The site represents the curtilage of Castle Rushen High School, situated on the southern side of Arbory Road. The site accommodates the school building, hard sports facilities (tennis and netball courts), car park and sports fields which lie to the south west of the buildings, and excludes the swimming pool which lies to the north east of the main buildings. The school buildings represent a mixture of older and more modern buildings with some temporary portacabin type accommodation around the complex.
The site is designated on both the extant Local and draft Area Plans as for School purposes.

The proposal aims to install a ramped access suitable for use by disabled persons towards the south eastern area of the buildings to give access to a link between a recent extension to the school and the main school building. The ramp will be 6m long with a galvanised hand railing on each side.
Department of Transport Drainage Division recommend a condition which requires that surface water is not discharged to the main sewer. This condition would not seem appropriate for the construction of an access ramp over an existing hard surfaced area.
The ramp will increase accessibility of the school for all pupils and has no adverse visual or other impact. As such the application should be permitted.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
