The application site comprises the curtilage of a two storey terrace townhouse at 2 Charles Street in Peel. The property is located south of the Shore Road and east of Market Street and west of Queen Street.
The proposed application seeks approval for the replacement of the existing ground floor window on the rear elevation with a white half panel uPVC door. Other alterations to the rear elevation would be the bricking up of the existing doorway and the window on the first floor level.
The applicant also seeks approval for the removal of the disused external toilet (shed) at the rear of the property and the installation of three conservation roof lights to the rear elevation.
In terms of local plan policy, the application site is located within an area designated as being "Mixed Use" and within the "Conservation Area" under the Peel Local Plan, 1989. There is a policy within the Peel Written Statement (Planning Circular 6/89), which is considered specifically material to the assessment of this current planning application โ Policy 9.16 states:
"Particular attention will be paid to the alteration or extension of a building within the Conservation Area which must be carried out in a manner sympathetic to the existing building and its setting".
The Isle of Man Strategic Plan 2007 contains two policies which are considered specifically material to the assessment of this current planning application - General Policy 2 states:
"Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
Environment Policy 35 states:
"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development".
There are no previous planning applications which are considered relevant in the assessment and determination of this application.
The Peel Town Commissioners have approved the proposed development. The Department of Transport Highways Division do not oppose the proposal. T M Crookall MHK will be informed of the outcome of the proposed application.
It is considered that the proposed alterations would be acceptable as it respects the application site and surroundings in terms of the form and design. The removal of the exterior toilet and the bricking up of the rear door and window would collectively be regarded as an improvement. The design of the proposed door and rooflights would be modest additions without adversely affecting the visual amenities of the property.
As such, with all alterations to the rear elevation which can not be viewed from the public thoroughfare, it is regarded that they would be sympathetic to its setting and would not affect the character of the conservation area in which it is situated and ensures that the special features of the locality are preserved.
For these reasons the proposal is considered acceptable and it is recommended that the planning application be permitted.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This approval relates to the submitted Location Plan, Elevation Drawings (Existing and Proposed), and Windows / Door Detail Sheets all received on 31st December, 2008.
C 3.
The rooflights in the approved development shall be of "conservation style" fitted flush with the roof surface and shall not project above the plane of the roof.
I confirm that this decision accords with Government Circular No 56/08 (Delegation of Functions to the Acting Senior Planning Officer), GC 55/08 for Advertisements and 69/08 for Registered Buildings.
