Planning Report And Recommendations {{table:203899}} The application seeks Registered Building consent for the installation of car park lighting and the creation of landscaped grass mounding to the parking area. The proposal, which is the subject of a separate planning application (08/02047/GB), has been the subject of pre-application discussion involving the relevant Planning Officer, the Building Conservation Officer and the applicant's agents. The car parking area and layout has extant planning approval through previous planning application 07/02155/GB. The proposed lighting comprises the installation of 5 no. 4.39m high Oxford column lights (black) and 4 no. 1.00m high Vivara bollard lights (aluminium). The proposed landscaped grass mounding comprises 3 relatively modest bunds that are designed to aid screen the car parking and entrance drive. In terms of impact on the character and appearance of the Registered property the level of proposed lighting is relatively modest and in keeping with the overall Milntown Estate. The need for lighting within the car parking area for public safety is self evident and the manner in which it has been proposed within this planning application is appropriate to the historic character of the overall estate. Similarly, the impact of the proposed landscaped grass mounding on the character and appearance of the Registered property is suitably limited by the scale of the proposed landscaping. The overall impact of the proposed development on the setting and the appearance of the Registered property is acceptable. It is recommended that the application be approved. It is considered that there are no specific conditions that need to be attached to the approval. ### Party Status It is considered that the following parties that made representations to the application meet the criteria of Government Circular 1/06 and should be afforded interested party status: Lezayre Parish Commissioners. {{table:203900}}
