Officer's Report
The Site
The application site represents the curtilage of 6-8 Michael Street, Peel. The property is situated on the southern side of the street.
The Proposal
This application seeks approval for the demolition of a single storey falt roof extension to the rear elevation along with remedial alterations.
Planning Status
The application site is located within an area identified as being within an area of Mixed use by the Peel Local Plan. The site is also within the Peel Conservation Area. Within the adopted Isle of Man Strategic Plan 2007, the following policies are considered relevant:
Environmental Policy 35, which states:
"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."
PLANNING HISTORY The following previous planning application is considered relevant in the assessment and determination of this application: 87/00908/B Use of premises as shop with new shopfront. This was approved. REPRESENTATIONS The Department of Transport Highways Division does not oppose this application. Peel Town Commissioners have not commented on this application. Mr Crookall MHK has requested that he be kept informed of this and all other applications in the Peel area.
ASSESSMENT
The main issues to be considered in the assessment of this application is whether the proposed development would adversely affect the amenity of neighbouring properties and whether the proposal would preserve or enhance the Conservation Area.
The existing single storey flat roof extension is of poor form and does not contribute positively to either the existing property or the surrounding area. Notwithstanding this, the extension is screened from view from adjacent properties and as such there would be little discernible impacts as a result of this proposal. The alterations to the building would essentially "make good" the section where the extension is to be removed. Accordingly these alterations are considered to be acceptable.
The proposed works are confined to the rear elevation which is not readily visible from the public thoroughfare. As such, there would be no adverse impact upon the Conservation Area setting. The works, whilst being essentially hidden from public view, would represent an improvement to the built fabric of the Conservation Area.
RECOMMENDATION
Permit.
