The Site
The site represents the curtilage of Foxdale Primary School, an existing modern facility in the heart of Foxdale opposite the industrial area and to the immediate south of the River Neb.
Planning Status
The site is designated as "Primary School" and "Playing Field" on the Foxdale Local Plan approved by Tynwald in 1999.
Planning History
The following previous planning application is considered relevant in the assessment and determination of this application: 05/92365/B sought approval for the erection of ramps and steps for disabled access. This was approved. 08/01618/B sought approval for the installation of external lighting. This was approved.
Representations
The Department of Transport Highways Division has not commented on this application.
Patrick Parish Commissioners have made no comment on this application.
There have been no privately written representations in relation to this planning application.
The Proposal
This application seeks approval for the erection of a shelter to provide a covered play and teaching area. The shelter would be steel framed with a polycarbonate roof and open sides. The structure would be constructed on the western elevation of the building having a height of 3.5 metres and a footprint of 4 metres by 8 metres.
Assessment
The main issue to be considered in the assessment of this application is whether the proposed shelter would respect the proportion and form of the existing building and whether the proposal would adversely affect the locality or the amenity of neighbouring properties.
On the first issue, it is judged that the shelter would appear subordinate to the building being lower than the eaves and having a central position. It is considered that there would be no adverse visual impact to the existing school building or the surrounding area.
The proposed shelter would be a minimum of 60 metres from the nearest residential property ("Kerroolhea") to the south west. It is considered that this distance would be sufficient to provide an adequate level of protection to the residential amenity of this and all other properties in the vicinity.
