The application site forms the curtilage of 13 St Stephens Meadow, Sulby, which is a two storey detached property, located on the north-western side of the St Stephens Meadow which forms a residential cul-de-sac.
The application site is within an area recognised as being an area of ‘predominately residential’, under the Sulby Local Plan. The site is not within a Conservation Area; nor is it within an area zoned as High Landscape or Coastal Value and Scenic Significance.
There are no previous planning applications which are considered relevant in the assessment and determination of this application.
The application seeks approval for the erection of a single storey extension to rear elevation and a porch extension to front elevation. The rear extension would have a rear projection of 4.5 metres, a width of 6.1 metres and a ridge height of 4 metres. The proposed porch would have a front projection of 2.5 metres, a width of 2.6 metres and a maximum height of 3.5 metres.

The Drainage Division have no objection and ask for an informative note is attached to any approval decision notice.
The Authority has received no private representations objecting to the application.
The proposed porch extension to the front elevation would be in keeping with the existing property given the size, height and design and therefore would not adversely impact upon the visual appearance of the street scene.
The rear extension again has been designed to match the appearance of the existing dwelling and would fit well with the proportion and form of the property. Additionally, the rear extension would have no adverse impacts upon the neighbouring amenities, either through loss of light, overlooking resulting in a loss of privacy and/or an overbearing impact, due to its size, siting and due to the boundary treatments (north & south) which consists of a 1.8 metre high timber fence.
Overall, it is considered the proposals would be appropriate in these locations. Consequently the application is recommended for an approval.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the erection of a single storey extension to rear elevation and a porch extension to front elevation as proposed in the submitted documents and drawings 08/82/01 and 08/82/02 all received on 10th November 2008.
C 3. The external finishes of the extension must match those of the existing building in all respects.
N 1. There must be NO discharge of surface water (directly or indirectly) from this proposed development to any foul drainage system(s) so as to comply with the requirements of the Department of Transport Drainage Division and the Sewerage Act 1999.
The application states that the surface water from the proposed development is to be discharged to the "existing drainage". If this "existing drainage" discharges (directly or indirectly) to the foul sewerage system then it should be noted that an alternative means of surface water disposal must be provided.
I confirm that this decision accords with Government Circular No 56/08 (Delegation of Functions to the Acting Senior Planning Officer), GC 55/08 for Advertisements and 69/08 for Registered Buildings.
