The application site forms the approved (PA 05/92153/B) residential estate Reayrt Ny Keylley currently being constructed on land to the south of Derby Road (A20), Peel. This planning application is specifically related to the area shown within the red line on the site plan. This area forms the cumulative boundary of 4 apartment blocks situated towards the centre of the site known as Wood View Court.
The site is zoned as Predominately Residential in the adopted Peel Local Plan (Planning Circular 6/89), with the wooded area towards the centre of the site zoned as Private Woodland or Parkland.
There have been a number of previous planning applications relating to the site, the following of which are considered relevant to this application:
PA 04/01603 – Approval in principle for the development of land for residential purposes, land at Ballawattleworth Farm, Peel. – Approved 01/04/2005.
PA 05/00800 – Residential development comprising 167 dwellings, roads, sewers, landscaping and public open space and woodland, Land comprising Part of Ballawattleworth Farm, Peel. Application withdrawn 10/11/2005
PA 05/92153/B - Residential development comprising 173 dwellings (including elderly persons housing), roads, sewers, landscaping and public open space and woodland Land Comprising Part of Ballawattleworth Farm Fields 311767 311765 314439 314441 314442 314443 And 311823 Adjoining Derby Road, Kerroo Coar, And Rheast Bridson – Approved 10/01/2007.
There have been a number of planning applications which have proposed relatively minor alterations to the scheme approved under PA 05/92153/B
This application seeks approval for alterations to 8 of the ground floor flats, 2 per block. The alterations would create double doors and patio area in place of windows.
The Department of Transport Highways Division does not oppose this application. Peel Town Commissioners recommend that this application is approved. Mr Crookall MHK has requested that he be kept informed of this and all other planning applications in the Peel area.
The impact of the proposed alterations to the approved buildings are relatively minor. The creation of double doors at ground floor level in place of windows would not appear incongruous and would not adversely affect any neighbouring properties or the amenity of future occupiers of the buildings. It is considered that there would be no loss of public or private amenity as a result of this proposal and accordingly it is recommended that the application be permitted.

C 3. Only those trees identified for removal on the plan shall be removed as part of this approval.
