The site represents the residential curtilage of an existing dwelling which sits fronting onto Queen Street and backs onto a rear lane accessed from the Farrant's Way public car park beyond which is a site which has permission for the erection of seven dwellings (PA 03/0521) and presently being revised under PA 08/2052.
The dwelling is a traditional property with concrete ridged roof tiles in place of the original slates. At the rear the property has a number of flat roofed extensions, some with glazed roofing, some with felt and a long conservatory across the majority of the rear elevation. There are two very small square windows in the rear elevation at first floor level and the rear extensions have been built up to this level.
The site lies within an area designated on the Castletown Local Plan and draft Area Plan as Predominantly Residential and within Castletown's Conservation Area.

Proposed here is the change of use of the property from purely permanent residential to include tourist accommodation. The applicants own the property but for periods of the year they are not on the Island and would prefer to let it out as tourist accommodation rather than have it lie empty. The property has two bedrooms and limited external space. The property is presently the subject of proposals for extensions at the rear (PA 08/1983).
Department of Transport Highways and Traffic Division indicate that they have no objection to the application
The property lies within the Conservation Area and is characterful, if not entirely still in its original form and finishes. The use of the property rather than it lying empty should be encouraged and the use of the property as tourist accommodation will not have an adverse impact on the area or those who live within it and would conform with Business Policy 13 of the Strategic Plan which states: "Permission will generally be given for the use of private residential properties as tourist accommodation providing that it can be demonstrated that such use would not compromise the amenities of neighbouring residents".
The application is as such recommended for approval.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
