The site represents the residential curtilage of an existing dwelling, The Mount, which sits between Mount Gawne Road and the A7 as it runs along Gansey Promenade. The house is a substantial one which sits prominently in the landscape. The dwelling has an attached hipped roofed annex which sits to the west of the main house.
The site lies within an area designated on the 1982p as Existing Predominintly Residential.
The property has been the subject of a number of applications for addition: and alterations, including the covering over of the swimming pool, none of which are relevant in the consideration of this application.
Proposed here is the installation of six solar panels, three on the front of the annex and the other three on the west-facing hip of the roof. The panels will be 1.9 m by 2.4 m and 130 mm deep.
RPC indicate that they have no objections to the application.
ASSESSMENT The Strategic Plan supports the concept of renewable energy in paragraph 12.2.8 provided that the proposal complies with the other policies of the plan. In this case the impact of the panels will be a visual one and the panels will be set back some distance from the public view and sited on a building which is modern. As such, it is considered that the panels will not have a detrimental visual impact and the concept of renewable energy is supported.
PARTY STATUS The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
