Revised Application To Pa 08/01752/A Approval In Principle To Erect A Replacement Dwelling Rose Cottage / Rosehill Farm Richmond Hill Braddan
In 2001 both Rose Cottage and Rosehill Cottage on the south side of the A5 Douglas to Castletown Road were identified for demolition in connection with roadworks to improve the sight lines for traffic utilising the A5 and other properties served by it in particular in the vicinity of Rosehill and Beaconsfield Farms.
It was also proposed at that time by Department of Transport to alter the access serving Rosehill Farm. The Department however had not finalised their plans for the improvements.
Two separate applications were submitted for the replacement of Rosehill Cottage (PA 01/665) and Rose Cottage (PA 01/1951). The planning officer stated at the time:
"The principle of this is I would suggest a good one and similar in its gist to PA 01/665. These two schemes are associated in that they are proposed by the same family for family occupation.
Land use implications are, in my view acceptable - two existing dwellings replaced by two new ones with safe accesses. However the timing is difficult as infrastructure required has not been approved or put in place."
Planning applications were submitted for the erection of replacement dwellings for both cottages on land adjacent to the existing cottages but in separate ownership. Neither of the applications showed the red site line going round the existing cottages only the site for the replacement site.
For Rosehill Cottage a section 18 agreement under the Town and Country Planning Act 1991 was drafted to cover the issue of the different ownerships. However by the time this was finalised a revised application whose site plan covered both old and new sites for that cottage regardless of ownership was considered and approved PA 02/1330.
Meanwhile In February 2002 the planning officer indicated in respect of Rose Cottage that the application "might be considered premature until at least the new access onto Richmond Hill has been approved."
Subsequently a "temporary" access was agreed with the approval for and the construction of the replacement Rosehill Lodge but the Department of Transport had still not finalised their plans for improvement of the A5.
As a result following the refusal of the replacement for Rose Cottage the decision was not taken to appeal because there was no information from the Department of Transport on their plans. Shortly afterward the Department who had acquired Rose Cottage demolished it.
