In pursuance of powers granted under the above Acts and Order the Department of Local Government and the Environment does hereby APPROVE the application made by you on behalf of: Rileys Garden Machinery Centre
Proposal: Erection of garden and machinery centre to include retail area, offices, restaurant, ancillary services and parking at: Ballapaddagh Farm Cooil Road Douglas IM4 2AF
which was considered on 25 July 2003, subject to the compliance with the conditions or modifications specified on the attached schedule.

Note 1: This permission refers only to that required under the Town and Country Planning Acts and does not include any consent or approval under any other enactment, bylaw, order or regulation.
Note 2: No works may be commenced until such time as -
- the time for requesting a review of the initial decision has expired; or
- any review of the initial decision has been completed; or
- the time for requesting an appeal in relation to the decision has expired; or
- any appeal has been completed.

- This approval relates to the erection of buildings and engineering, surfacing and landscaping works as shown in drawings 4106/002A, 4106/003A and 4106/004A all received on 13th May 2003.
- The development hereby permitted shall commence before the expiration of four years from the date of this notice.
- The building may be used generally as shown in drawing reference 4106/004 A except insofar as the items sold may include only those items listed in the applicant's letter of 22nd July 2003 (attached).
- All stonework shown on the submitted elevations reference 4106.003 A received on 13th May 2003 must utilise Manx stone traditionally laid.
- The cladding must be in dark green material: A sample of the proposed cladding must be approved by the Planning Committee prior to the commencement of construction of the proposed building.
- The planting shown in drawing reference 4106.002A must incorporate native species of trees (as approved under PA02/0978) and this planting must be in place prior to the use of the site as proposed.
- No approval is hereby granted to any future expansion of the operation or the erection of any buildings as indicated in drawing reference 4106.002A received on 13th May 2003.
- The parking arrangements as shown, including those suitable for disabled persons in drawing reference 4106.002 A received on 13th May 2003, must be fully made up and available for use prior to the use of the site as proposed.
- The internal layout, facilities and means of access into the building must be suitable for use by unaccompanied wheelchair users.
- Prior to the commencement of works on site, the applicant must have approved by the Planning Committee, following discussion with the Department of Transport, detailed calculations of surface water flow into the detention basin to ensure that such can accommodate the proposed discharge.
- The catering facilities shown in the proposed internal layout may be operational only when the remainder of the building and site are open to the public.
NOTE The proposed drainage around the development will remain in private ownership and will not be adopted by the Department of Transport.
NOTE PRIOR to the commencement of any works the applicant is advised to consult the Chief Fire Officer to ensure that adequate fire precautions are taken.
This decision was made by the Planning Committee constituted in accordance with Paragraph 2 of Schedule 1 of the Isle of Man Planning Scheme (Development Plan) Order 1982.
