Officer's Report
The Site
The site represents the curtilage of 4, Silverburn Estate. The property is used as a dental surgery but otherwise appears as a modern bungalow, similar to the others within this estate. The site lies at the entrance to Silverburn estate, on the southern side of the junction with the A5 Douglas Road.
Planning Status
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as Existing Predominantly Residential.
Planning History
Planning permission was sought and granted for the conversion of the dwelling to a dental surgery with associated car parking under PA 07/0691.
The Proposal
Proposed now is the installation of a solar panel to be fixed to the rear pitch and to the left of the centre of the roof, below an existing chimney. The solar panel will be 2m by 1.7m in area and 140mm thick and have the appearance of a large, slim, dark radiator.
Representations
Malew Parish Commissioners indicate that they have no objection to the application.
Assessment
Paragraph 12.2.8 of the Island Strategic Plan sets out the Department's support for the installation of renewable energy devices provided that they do not conflict with any of the other policies of the Plan. In this case, the appearance of the property will not be adversely affected by the proposal - it is a modern property and the view of the rear pitch is not direct from the public highway.
As such it is recommended that the application is permitted.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
