The following is a Planning Statement to accompany a detailed Planning Application & Registered Building Consent for:
Harold Tower is located on an inclined site between South-Quay (to the north) and Head Road (to the south) in Douglas. To the west of the site is a similar period property, Ravens Cliff, and to the east the site is bounded by the public green area in and around Douglas Head.
The site occupies an area of approximately 3 acres. The site is occupied by the main dwelling, Harold Tower, a coach house and by outbuildings including garages and greenhouse. The House is well screened by extensive tree coverage on the embankment to the north towards Douglas and to the South by an embankment, trees and high stone walling.
The main dwelling, Harold Tower, is a registered building, registration no. 179.
On the east side of the main dwelling there is an existing sun-lounge that encircles the main tower of the dwelling. This sun-lounge is not an original feature of the main dwelling. Adjacent to this sun-lounge is an external swimming pool and terrace area. It is to these areas that this application applies.

The application is for the construction of a pool room structure to cover / enclose the existing swimming pool and immediately surrounding terrace which will be linked to a replacement for the existing sun-lounge. The replacement sun-lounge and the pool room will be mainly glazed period style structures.
It is important to note that the works will not remove, replace or affect any part of the original structure of Harold Tower.
Due to the tree line on the Douglas Bay side of the site and the embankment \& walls to the Head Road side of the site the proposed development will not be visible from outside the site.
The design of the structures has been undertaken by Marston \& Langinger in association with Construction Design Ltd. Marston \& Langinger have vast experience in the design \& construction of quality period structures. Examples of Marsden \& Langinger's previous work are included within the photographic section of this application.
Pre-planning consultations has been held on site with Mr S Moore, Conservation Officer, and Mr S Stanley, Planning Officer. An initial meeting was held to gauge opinion on the concept and latterly to review sketch proposals for the scheme as now submitted. Both Mr Moore and Mr Stanley raised no issues with the scheme as presented.
An on site consultation was held on site with Mr Peter Kelly of the Isle of Man Victorian Society. Mr Kelly confirmed satisfaction with the scheme and that the Isle of Man Victorian Society would add support the application.
The scheme will not affect access, parking, drainage or neighbours and as such no other consultations have been made at this stage.
As can be seen by the extent and content of previous applications and numerous consultations the applicant is enthusiastic in assuring that the period character of this prestigious property is both maintained and reinstated.
The works will be executed to the highest of standards and only with full consultation with the Conservation Officer.
The scheme proposed will only lead to the enhancement the existing dwelling and will not affect the original period structure.
We trust the Planning Committee will acknowledge the efforts made to ensure that this application is beneficial to the dwelling and confirm approval of the application.
