The Site
The site represents land associated with Ballarock, an existing property situated on the western side of the A36 coast road between Ballafesson and its junction with the A27. The existing property is a traditional cottage which has been extended, and outbuildings which surround the cottage. The cottage is visible from the main road but sits comfortably in the hillside.
Planning Status
The site lies within an area designated as an Area of High Landscape or Coastal Value and Scenic Significance on the Isle of Man Planning Scheme (Development Plan) Order 1982 and within an area of ecological interest.
Planning History
Planning permission was sought for the following developments:
- PA 85/0437 - erection of dwelling - permitted
- PA 86/0702 - erection of dwelling - permitted
- PA 94/1595 - construction of rear extension, porch and conservatory - permitted
- PA 94/1747 - conversion of two redundant outbuildings to tourist accommodation - permitted

Now proposed is the construction of a link from the dwelling to the existing store building alongside the cottage and the re-roofing of the store pitched roof with glazing, incorporating stairs from the level of the rear extension to the cottage to that of the store, within the rear glazed extension.
REPRESENTATIONS
Department of Transport Highways and Traffic Division indicate that they have no objection to the application.
ASSESSMENT
The property sits within the countryside and as such the provisions of Strategic Plan Housing Policy 15 is appropriate, which states,
"The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion form and appearance of the existing property. Only exceptionally will permission be granted for extensions which measure more than 50% of the existing building in terms of floor space (measured externally)."
In this case, the link is proposed to associate the existing building alongside with the dwelling, rather than being an extension to the dwelling in its own right. The extension will not add considerably to the size of the property and will not be visible from the public highway. The link may enable better use of the adjoining building without significant visual change or impact.
PARTY STATUS
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
