The application site represents the curtilage of The Old Vicarage, Vicarage Road, Braddan. The property is a substantial dwelling located on the northern side of Vicarage Road.
The site is located within an area identified as Woodland by the Braddan Local Plan 1991. The site is not within a Conservation Area. The application is for the replacement of windows and as such is to be assessed with regard to Planning Circular 1/98 'The Alteration and Replacement of Windows', specifically category c) 'Buildings erected before 1921 and not falling within categories a) or b), which have largely retained their original character'. Policy 7 ii) 'Buildings in a rural setting' states:
"In an individual building, or group of buildings whose principal elevations are readily visible from a public thoroughfare, if the original windows are in place, it may be possible to repair and renovate them. This can take place without permission, and will be encouraged by the Department. If repair is impracticable, or the existing windows are not originals, the preference will be for replacement windows in the said principle elevations to have the same method of opening as the originals. Whatever the material used in their construction, the windows MUST HAVE the same or similar pattern and section of glazing bars and the same or similar frame sections as the original windows.
Windows not part of the principle elevations and which are not readily visible from the public thoroughfare should preferably have the same or similar pattern of glazing bars as the originals, but not necessarily the original method of opening, whatever the material used in their construction."
There have been no previous planning applications considered relevant to the assessment and determination of this application.
Braddan Parish Commissioners have indicated no objection to this planning application. The Department of Transport Highways Division have indicated no objection to this planning application.
We have received no privately written representations in relation to this planning application.
The application seeks approval for the following window and door alterations: a) Replacement of two windows to west elevation with new timber French doors in similar style to existing windows. The French doors will be in size. b) Replacement of door to north elevation with existing window removed from west elevation. c) Replacement of garage window with existing door from north elevation.
Planning Circular 1/98 states that the replacement windows on a property of this age should preferably have the same method of opening as the originals and must have the same or similar pattern and section of glazing bars as the originals. In this instance the proposed window to the north elevation is the existing window taken from the west elevation and the replacement door to the garage is from the existing north elevation and therefore these alterations are acceptable.
The proposed timber French doors to the west elevation are a minor alteration and will have a similar glazing bar pattern as the existing windows. It is judged that French doors will not be detrimental to the aesthetics and character of the dwelling.
The proposed window and door alterations cannot be viewed from the public thoroughfare and it is judged that the alterations will not have an adverse impact on the dwelling, surrounding properties or the area in general.
It is recommended that the application be permitted.

This permission relates to window and door alterations as shown in drawings and information REF 01 \& 02, REF 03, REF 04, REF 05, REF 06 and 01353/1 submitted and date stamped 23rd July 2008.
