The Site
The site represents the residential curtilage of an existing dwelling situated in a cul de sac of 19 dwellings off Abbot's Way within a much larger residential estate to the north west of Ballasalla. The dwelling is a detached house which faces north west onto the estate road. To the rear of the site is open space alongside Malew Football Club's grounds, which is designated as Playing Fields. The wider area is designated as proposed residential development and which has been the subject of an unsuccessful application (PA 06/2245).
Planning Status
The site lies within the wider area of Proposed Residential use on the 1982p.
Planning History
The dwelling was permitted under the provisions of PA 05/92232 and has not been the subject of any further applications.
The Proposal
Now proposed is the installation of a solar panel to be fitted on the rear elevation which faces south east. The panel will be 2m by 2.1m and .097m deep and positioned above the existing conservatory and on the rear pitch. The panel is formed by a collection of pipes and is essentially not dissimilar to a large, slim radiator.
Representations
Malew Parish Commissioners indicate that they do not object to the application.
Assessment
The installation of renewable energy facilities is encouraged in the Strategic Plan, paragraph 12.2.8 provided that there is no adverse impact created or where this would be contrary to any other policy within the Plan. In this case the solar panel will not have any adverse impact visually or otherwise and will generate renewable energy which should be encouraged.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
