The application covers 10 Stanley Road, Peel, a three-storey terraced dwelling facing Stanley Road, situated within the Peel Conservation Area. The windows installed were a retrospective replacement, and the key planning question was whether they were acceptable under Planning Circular 1/98, which requires replacement windows visible from a public thoroughfare to match the method of opening of the originals. The original windows were timber sliding sash, which had previously been replaced with PVC casement windows under an earlier permission — a change that did not match the original method of opening or glazing bar pattern. The current replacement windows, while not sliding sash, do replicate the glazing bar pattern of the original sash windows and were judged to be an improvement on the PVC casements they replaced. The officer concluded that the windows would not have a detrimental impact on the appearance or character of the property or the Conservation Area, and the application was permitted with two conditions.
The replacement windows were accepted because, although they do not replicate the original sliding sash method of opening, they do reproduce the glazing bar pattern of the original windows and represent a clear improvement over the PVC casement windows previously installed. The officer judged that they would not harm the character or appearance of the Peel Conservation Area.
