The Market Hall on Market Hill, Douglas is a single-storey Victorian building listed as Registered Building number 120 and sits within the North Quay Conservation Area. The proposal was to replace three existing roller shutters — on the north, east and south elevations — with electrically operated steel roller shutters of similar appearance and colour to those being removed. The replacement was needed on health and safety grounds. Because the building is both a registered building and within a conservation area, the officer gave the proposal additional scrutiny. The new shutters were judged to be an improvement on the existing ones and were found not to harm the character or appearance of the registered building, neighbouring properties, or the conservation area. The application was permitted by delegated decision.
The proposed shutters were considered an improvement on the existing ones and were found not to cause any detrimental impact on the registered building, surrounding properties, or the North Quay Conservation Area. The health and safety need for replacement was also a material consideration supporting approval.
