The Site
The application site represents the curtilage of the Market Hall, Market Hill, Douglas. The property is a single storey Victorian market building and is Registered Building number 120.
Planning Status
The site is located within an area identified as being Predominantly Shopping Use by the Douglas Local Plan 1998. The site is also identified as being within the North Quay Conservation Area.

The Proposal
The application seeks Registered Building Consent for replacement of the existing 3 roller shutters to the north, east and south elevations. The proposed steel roller shutters are electrically operated and are similar in appearance and colour to the existing shutters.
Assessment
The existing roller shutters need to be replaced due to health and safety issues. The interior alterations to the Registered Building are very minimal and are judged to not detrimentally affect the character of the Registered Building.
The proposed roller shutters are judged to be an improvement on what currently exists and do not have a detrimental impact on the character or appearance of the Registered Building, surrounding properties or the Conservation Area.
Conservation Officer'S Supplementary Report:
The content of this application has been considered with particular consideration to Policy CA/2 SPECIAL PLANNING CONSIDERATIONS and POLICY RB/5 ALTERATIONS AND EXTENSIONS as set out within Planning Policy Statement 1/01.
Proposed is the replacement of existing roller shutter doors with new to match. There is little to be of concern in this application. The existing roller shutter is not historically significant and its replacement will have little further impact on the character of the Registered Building or the North Quay Conservation Area within which it sits. I therefore correspondingly recommend approval of this application.
Recommendation
It is recommended that the Registered Building Consent be permitted.
