The application sought to erect an agricultural building at Middle Cordeman Farm, Cordeman Road, St Marks — an amendment to an earlier permission (PA 06/00303B). The new position moves the barn approximately 45 metres east of where it had previously been approved, placing it closer to Cordeman Lane and a neighbouring dwelling not in the applicant's ownership. The site lies in undesignated 'white land' under the Isle of Man Planning Scheme 1982, and the farm has an established planning history including permitted hardstanding, an implement store, and an approved farm shop nearby. The officer judged the visual impact of the relocated building to be not significant, given that permission already existed for a barn 45 metres to the west. Although the new position brings the barn closer to the neighbouring dwelling, the farm access is already adjacent to that property, and the barn — sitting 35 metres to the north with an approved farm shop alongside — was considered not unacceptable in its impact. The Isle of Man Water Authority raised a concern about a water main affected by the development, which was treated as a material consideration.
The relocation of the barn was approved because the visual impact of the change in position was not significant compared to the already-permitted location 45 metres to the west. The proximity to the neighbouring dwelling was considered acceptable given that the farm access already runs next to that property. Conditions restrict the building to agricultural use and require dark-coloured cladding to limit visual impact.

Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This permission relates to the construction of an agricultural building as shown in drawings AT 777.1 Rev 1 and the location plan, both received on 11th June, 2008 as a replacement for the barn approved under PA 06/1139.
Condition 3
The building must only be used for agricultural purposes.
Condition 4
The buildings must be clad in dark coloured sheeting (dark green, dark grey or dark brown).
