Officer's Report
The Site
The application site represents the curtilage of Braemar, Lag Birragh Drive, Onchan. The property is a detached dwelling which is located on the corner of King Edward Road and Lag Birragh Drive.
Planning Status
The site is located within an area identified as being Predominantly Residential Use by the Onchan Local Plan 2000. The site is not within a Conservation Area. Paragraph 8.12.1 of the Isle of Man Strategic Plan states:
> "As a general policy, in built up areas not controlled by Conservation Area or Registered Building policies, there will be a general presumption in favour of extensions to existing property where such extensions would not have an adverse impact on either adjacent property or the surrounding area in general."
Planning History
There have been no previous planning applications considered relevant to the assessment and determination of this application.
Representations
Onchan Commissioners have indicated no objection to this planning application. The Department of Transport Highways Division have indicated no objection to this planning application.
The Department of Transport Drainage Division have issued a note relating to the discharge of surface water.
The Proposal
The application seeks approval for the erection of a white UPVC conservatory to the west elevation and the creation of an additional window to the south elevation. The conservatory will be (length x width x height) and have double doors out to the garden.
Assessment
A recent site visit concluded that the proposed conservatory is modest in size and will fit comfortably on the site. It is judged that there would be no issues of overlooking or the perception of being overlooked and therefore obscure glazing is not necessary. The proposed materials and finishes used are judged to be in keeping with the dwelling and overall the conservatory will not have a significant detrimental impact to the dwelling, surrounding properties or the area in general.
The proposed window to the south elevation is only a minor addition to the dwelling and does not create any issues of overlooking or the perception of being overlooked.
The notes suggested by the Department of Transport Drainage Division are not material planning considerations and for that reason are not attached to the report, as part of the recommendation
Recommendation
It is recommended that the application be permitted.
