The application site is the curtilage of Kissacks Croft on Clenagh Road, Sandygate, which contains the main bungalow, an outbuilding used as stables and storage, and a redundant stone cottage situated to the northwest. The cottage had been used as a workshop and storage for around 17 years, with the applicants having lived at the property for 22 years in total. The site sits within 'White Land' under the Isle of Man Development Plan Order 1982 and is not within a Conservation Area or any designated landscape area. A key planning consideration was a condition attached to a 1985 permission for the bungalow, which required that the original cottage must never again be used for habitable accommodation. The officer assessed whether converting the cottage to ancillary granny flat use could be justified under policies permitting the conversion of redundant rural buildings. Conditions were imposed to keep development at least 8 metres from the watercourse, protect it from construction run-off, and provide adequate off-street parking.
The Planning Committee approved the conversion, finding it acceptable as the conversion of a redundant rural building within an established residential curtilage. Conditions address the proximity of the watercourse, construction safeguards, and parking requirements. The officer recommendation and committee decision were aligned.

Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This approval relates to the conversion as proposed in the submitted documents and drawings 08 0397/1 and 08 0397/2 all received on 25th June 2008.
Condition 3
The proposed granny flat may be used only in association with the main dwelling house "Kissacks Croft" and for purposes ancillary to the use of the main dwelling house "Kissacks Croft" as a single dwelling. It shall not at any time be occupied independently of "Kissacks Croft".
Condition 4
In the interests of road safety one off street parking space is required to be provided and retained to serve the approved granny flat.
