Officer's Report
The Site
The site represents the residential curtilage of an existing end of terraced property situated on the north western side of Victoria Road between the Duck's Nest (The Sidings) public house and its junction with Alexander Road. The property is a three storey property house with a two storey and single storey annex to the rear.
Planning Status
The site lies within an area of Predominantly Residential use on the adopted Castletown Local Plan and on the draft Area Plan.
Planning History
NO applications have been submitted in respect of this site.
The Proposal
Proposed here is the erection of a detached garage set back from the rear lane by 2.3m. The garage is to be 4m wide and 5.5m long and it will be the same height as the garage alongside. Also proposed is the replacement of the existing windows with plastic framed sliding sashes on the front
elevation. Also proposed is the reconstruction of the single storey rear annex to occupy almost the full width of the rear yard and wrapping around the existing two storey annex.
REPRESENTATIONS
Department of Transport Highways and Traffic Division indicate that they have no objection to the application and The Fire Prevention Officer requests the installation of smoke detection which is dealt with as part of the Building Regulations and as such is not a planning matter. The Fire Prevention Officer should not be afforded party status in this instance.
ASSESSMENT
The proposed extensions will not project any further than does the existing annex and as such will not adversely affect the amenities of the neighbouring property. The extensions are well designed and fit in with the appearance of the property and are unlikely to be seen other than by those using the footpath alongside the river at the rear. The new garage will obscure the new extension.
PARTY STATUS
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
The Fire Prevention Officer requests the installation of smoke detection which is dealt with as part of the Building Regulations and as such is not a planning matter. The Fire Prevention Officer should not be afforded party status in this instance.
