Officer's Report
The Site
The site represents the residential curtilage of an existing dwelling which sits on the southern side of the A31 Howe Road which runs from Port St. Mary to Cregneash. The property sits in a row of six detached houses. The property’s garden wraps around the rear of the two properties to the north east.
Planning Status
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as High Landscape Value and Scenic or Coastal Significance.
Planning History
The following applications have been submitted in respect of this property:
- PA 84/0181 - extension of garage - refused initially and permitted on review
- PA 84/0182 - alterations and extensions to form additional living accommodation and three dormer windows - permitted
- PA 88/1378 - approval in principle for erection of dwelling - refused on appeal
- PA 06/0705 - erection of a first floor extension with decking - permitted
- PA 06/2054 - erection of cattery - permitted
The Proposal
Now proposed are amendments to PA 06/0705. The decking will now extend the full width of the rear elevation with new stepped access from the rear garden and the extension of the depth of the rear extension. No windows are to be introduced in the side of the extension so there is to be no additional overlooking from the extension although the extra portion of decking could afford the opportunity to look towards Balngownie.
Representations
Rushen Parish Commissioners indicate that they have no objection to the application.
Assessment
The proposed amendments do not significantly alter the appearance or impact of the extensions which already have permission through PA 07/0705. Whilst the area of decking is to be extended, there is 15 m to the closest part of the adjacent property and some trees and vegetation between the two, as well as the approved cattery building.
As such it is considered that the proposal is acceptable.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
