The application site represents the curtilage of the detached residential property, Mullen Rhenass, Rhenas Road, Cronk Y Voddy, German which is accessed from the A3 via Little London. The property sits within its own substantial grounds and is surrounded by mature trees. The building is not a traditional Manx dwelling judged by the criteria set out within Planning Circular 3/91. The Rhenass River runs around the northern boundary of the site.
The application site is located within an area identified as being "white land" by the 1982 Development Order and as such represents the open countryside. Within the adopted Isle of Man
Strategic Plan 2007, the following policy is considered relevant in the assessment and determination of this application:
Housing Policy 16, which states: "The extension of non-traditional dwellings or those of poor or inappropriate form will not generally be permitted where this would increase the impact of the building as viewed by the public."

02/00505/B sought approval for the erection of a conservatory. This was approved 1st August 2002.
German Parish Commissioners do not object to this application. The Department of Transport Highways Division does not object to this application. The Isle of Man Fire and Rescue Service has commented on this application in relation to Building Control issues.
The Department of Agriculture Fisheries and Forestry has commented on this application in relation to protection of the watercourse.

This application seeks approval for alterations and the erection of a two storey extension to provide a double garage with ancillary accommodation above. The extension would replace an existing attached single car garage and would provide additional living space at first floor level to form a granny flat.
The proposal site is not readily visible due to its isolated location and band of mature trees situated on the site perimeter. As such it is judged that the proposed extension would not increase the impact of the property as viewed by the public.
The design of the extension takes inspiration from the existing dwelling incorporating steeply angled projecting gables and using materials to match the finishes of the existing property.
The attachment of the proposed ancillary accommodation would prevent the severance of the accommodation from the main dwelling house.
It is judged that the proposed development would not adversely affect the surrounding area and would not be detrimental to either public or private amenity. Accordingly, it is recommended that this application be approved.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the alteration and extension of the property Mullen Rhenass, Rhenass Road, Cronk Y Voddy as shown by the plans and information PD-001, PD-002, PD-003, PD-004, PD-006, PD-007, PD-008, PD-011, PD-012 and completed checklist submitted and date stamped 22nd May 2008 and PD-005 REV1 and PD-010 REV 1 submitted and date stamped 15th July 2008 and PD-009 REV A submitted and date stamped 23rd July 2008.
C 3. The external finishes of the extension must match those of the existing building in all respects. C 4. Development must be a minimum distance of 8 metres from the watercourse in order to minimise the risk of damage or disturbance to the river banks and river bed. Measures must be in place during construction works to safeguard the watercourse from run-off and sedimentation.
C 5. The additional living accommodation created by this approval shall remain ancillary to the use and enjoyment of the residential property Mullen Rhenass.
