The application relates to a terraced property in Port St Mary that backs onto the harbour and fronts onto Lime Street. The proposals involved creating a balcony on part of the flat roof over the existing harbour-accessed garage, and extending the existing lean-to single-storey rear annex upward to match the height and profile of the main annex. The new first-floor extension would be mainly glazed and would project 1.2 metres further forward than the existing rear annex. The main planning concern was privacy impact on the adjoining property at 19 Lime Street, which the applicant also owns. In this case, the officer assessed the amenity of 19 Lime Street as if it were in separate ownership, but noted that its rear garden is not particularly private — a clear public view already exists through the vehicular access from the harbourside, and some overlooking already occurs from upper floor windows at number 20. On that basis, and given that any future occupants of 19 Lime Street would be aware of the situation before purchasing, the officer concluded the privacy impact was acceptable and recommended approval, which was granted.
The proposal was permitted because the privacy impact on the neighbouring property at 19 Lime Street was judged acceptable: the rear garden already lacks significant privacy due to public views from the harbourside and existing overlooking from number 20. The officer also noted that future occupants of number 19 would be aware of the situation before acquiring the property.
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This permission relates to the alterations and extensions shown in drawings 1386-01 and -02 both received on 27th May, 2008.
