The application site comprises the residential curtilage of a detached dwelling known as Glen Shone that is located in the Glen Mona area of Maughold.
The proposed development comprises of the alteration and extension of the dwelling. The proposal effectively constitutes amendments to the development permitted by previous planning application 07/00657/B.
There has been one previous planning application that is considered specifically material to the assessment of this current planning application. Planning application 07/00657/B sought approval of the alteration and extension of Glen Shone. This previous planning application was considered and approved on the 30th July 2007, with the approval decision notice issued on the 1st August 2007. A subsequent appeal against the approval was dismissed by the Minister, in accordance with the recommendation of the appointed Planning Inspector, with the appeal approval decision issued on the 20th November 2007.
The application site and adjoining land is the subject of concurrent planning application 08/00592/R which seeks approval for the excavation of land to form a level area and the temporary of a caravan. At the time of writing this planning application is currently under assessment and has not yet been determined.
Maughold Parish Commissioners express an interest in the planning application.
The Department of Transport Highways Division do not oppose the planning application.
The Department of Transport Drainage Division do not oppose the planning application. The owners and/or occupants of Glen Mona Cottage, who own land adjoining the application site, object to the planning application. The grounds for their objection can be summarised concern regarding drainage arrangements and works already undertaken on the site.
Under the 1982 Development Plan the application site is not designated for any site specific purpose and is therefore 'white land'. It is located within a wider area of land that is designated as high landscape or coastal value and scenic significance.
In terms of strategic plan policy, although the Isle of Man Strategic Plan contains policies identifying general planning considerations that are applicable to the assessment of a planning application it is considered that there are no specific policies within the plan that are material to the assessment of this current planning application.
The planning application seeks approval for the alteration and extension of the dwelling, comprising of the erection of a conservatory onto the side of the dwelling and terrace with solar panels on another side of the dwelling.
The proposed conservatory is slightly smaller than the lounge extension permitted under previous planning application 07/00657/B. Given its position it is concluded that its effect on residential amenity will be suitably limited. The terrace provides shelter above an entrance to the dwelling and is considered unobjectionable.
The issue of drainage was previously assessed as part of previous planning application 07/00657/B. Similar to that previous planning application it is concluded that the Department of Transport Drainage Division response indicates that the development is acceptable in terms of drainage. Given the scale of the proposed development it is not considered that the surface water run-off would be sufficient to cause unacceptable harm to the surrounding area.
It is recommended that the planning application be approved.
It is considered that the following parties that made representations to the planning application meet the criteria of Government Circular 1/06 and should be afforded interested party status: Maughold Parish Commissioners; The Department of Transport Highways Division; The Department of Transport Drainage Division; and The owners and/or occupants of Glen Mona Cottage.

C 3. The roof(s) must be finished in natural slate or a high quality imitation slate which must be approved by the Planning Authority prior to the commencement of works.
C 4. No approval is granted by this planning approval for the creation of an area of hardstanding on field 624472, within the land defined in blue, as shown on drawing no. 07/311/1(A) date stamped the 30th May 2008.
