The application site represents the curtilage of the Isle of Man Bank, 3 Market Square, The Parade, Castletown. The site accommodates the bank that is Registered Building 039 which sits on the Parade frontage and a rear courtyard which is used as a car park and includes a garage. The site sits between The Parade and Farrant's Way.
The site is located within an area identified as being Mixed Use by the Castletown Local Plan 1990. The site is also identified as being within the Castletown Conservation Area.
Planning Policy Statement 1/01 'Conservation of the Historic Environment of the Isle of Man', Policy CA/2 states:
"When considering proposals for the possible development of any land or buildings which fall within the conservation area, the impact of such proposals upon the special character of the area, will be a material consideration when assessing the application."
Environment Policy 32 of the Isle of Man Strategic Plan 2007 states:
"Extensions or alterations to a Registered Building which would affect detrimentally its character as a building of special architectural or historic interest will not be permitted."
There have been a number of planning applications made in relation to the site; however, none are considered relevant in the assessment and determination of this application.
Castletown Commissioners have indicated no objection to this planning application. The Department of Transport Highways Division have indicated no objection to this planning application. We have received no privately written representations in relation to this planning application.
The application seeks approval for the installation of bi-folding automatic doors to the rear of the ground floor banking hall in order to create a draught lobby.
As the bank is a Registered Building extra consideration must be given. Although the automatic doors are modern in their design and construction they sit comfortably with the current design and finish of the buildings interior. They are judged to not have a significant adverse impact upon the character or aesthetics of the Registered Building.
It is recommended that the Registered Building consent be permitted.

C 1.
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2.
This permission relates to the installation of bi-folding doors as shown in drawings and information 08-SMCS-559-02, 08-SMCS-559-03 and photograph sheet x 4 submitted and date stamped 2nd April 2008.
C 3.
PRIOR to the commencement of any building works, a photographic survey must be undertaken to record all existing internal and external features of interest and provided for approval by the Planning Authority. Such a record to be prepared in consultation with the Conservation Officer of the Department.
