The application site represents the curtilage of 151 Woodbourne Road, Douglas. The property is two storey terraced dwelling which is located on the north-western side of Woodbourne Road.
The site is located within an area identified as Predominantly Residential Use by the Douglas Local Plan 1998. The site is also identified as being in the Woodbourne Road Conservation Area. The application is for the of replacement windows and as such is to be assessed with regard to Planning Circular 1/98 'The Alteration and Replacement of Windows', specifically Policy 6 'Buildings in a Conservation Area', which states:
"If the original windows are in place they should preferably be repaired. If repair is impracticable, replacement windows which would be readily visible from a public thoroughfare MUST HAVE THE SAME method of opening as the originals. Whatever the material used in their construction, the windows MUST HAVE THE SAME pattern and section of glazing bars and the same frame sections as the original windows.
Windows not readily visible from the public thoroughfare must have the same or similar pattern of glazing, but not necessarily the original method of opening, whatever material used in the construction."
The following planning applications are considered relevant in the assessment and determination of this application: 96/00905/B – Replacement uPVC windows and door – Permitted 17th October 1996 06/00700/B – Installation of two uPVC windows and a door to replace existing on rear elevation – Permitted 15th June 2006
Douglas Corporation have indicated no objection to this planning application. The Department of Transport Highways Division have indicated no objection to this planning application. We have received no privately written representations in relation to this planning application.
The application seeks approval for the following:
a) Replacement of UPVC casement windows on front elevation with white UPVC casement windows. b) UPVC front door to be replaced with half glazed white UPVC door. c) Replacement of timber French doors to rear elevation with white UPVC French doors. d) Replacement of timber windows on rear elevation with white UPVC casement windows which will match the proposed windows to front elevation.
Planning Circular 1/98 states that the replacement windows on a property in a location such as this should preferably have the same method of opening and glazing bar pattern as the original windows. Therefore the department would prefer that sliding sash windows were installed to the front elevation. However the proposed windows do match the existing windows and that of other properties on Woodbourne Road and is therefore is judged to be acceptable.
Similarly the proposed UPVC front door does match the existing and that of other properties on Woodbourne Road and is therefore judged to be acceptable.
The replacement windows and French doors to the rear elevation would not be visible from the public thoroughfare and the street scene. They are not ideal replacements however due to their location I do not believe the proposals would cause a significant adverse impact to the visual appearance of the dwelling or the Conservation Area.
It is recommended that the application be permitted.
