28 July 2008 · Committee
Coalyard And Premises, 33, West Quay, Ramsey, Isle Of Man, IM8 1dd
This application sought approval in principle to demolish an existing four-storey stone warehouse building and adjacent lean-to shed at 33 West Quay, Ramsey, and replace them with a new building providing seven apartments and associated parking. The site sits between West Quay and Auckland Lane and contains a historic warehouse building. Planning policy set out a presumption in favour of rehabilitating and converting such warehouse buildings rather than demolishing them. The Planning Committee found that demolishing the warehouse would conflict with this policy and would be detrimental to the visual character and historic context of the area. The application was refused by the Planning Committee on 28 July 2008, in line with the officer's recommendation.
The Planning Committee refused the application because demolishing the existing warehouse building conflicted with the established presumption in favour of rehabilitating and converting, rather than demolishing, the warehouse buildings along West Quay. The loss of the building was judged to be harmful to the visual character and historic context of the area.
Refusal Reasons
The West Quay area is allocated for mixed use, with a presumption in favour of rehabilitation and conversion (as against demolition) of the warehouse buildings.
