The application site represents the curtilage of 5 Windsor Terrace, Douglas. The property is a substantial terraced dwelling located on the east of Windsor Terrace.
The site is located within an area identified as Predominantly Residential by the Douglas Local Plan 1998. The site is also identified as being located within the Windsor Road Conservation Area. Environment Policy 35 of the Isle of Man Strategic Plan 2007 states: "Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."
Planning Policy Statement 1/01 'Conservation of the Historic Environment of the Isle of Man', Policy CA/2 states:
"When considering proposals for the possible development of any land or buildings which fall within the conservation area, the impact of such proposals upon the special character of the area, will be a material consideration when assessing the application."
There have been no previous planning applications considered relevant to the assessment of this application.
Douglas Corporation have not commented on this planning application. The Department of Transport Highways Division have indicated no objection to this application. The Isle of Man Fire and Rescue Service Chief Fire Officer has issued a note relating to the basement staircase.
We have received no privately written representations in relation to this application.
The application seeks approval for the erection of an extension to the basement area, alterations to the rear elevation of the basement area and the creation of a sunroom/covered entrance to the basements front elevation.
As the property is within a Conservation Area extra consideration must be given. Due to the basement areas location, orientation and screening from the boundary walls the proposed extension is not highly visible from the street scene. The glazed entrance/sunroom is judged to be acceptable in its construction however timber would be preferred to PVC so as to help retain the appearance and character of the Conservation Area. Due to the basements high level of screening it is judged that the proposed glazed PVC entrance, although not ideal, is acceptable.
The alterations to the rear of the basement area including the installation of the new PVC French doors and creation of a paved area are judged to be acceptable as the rear elevation can not be viewed from the public thoroughfare.
The proposed extension to the front elevation and alterations to the rear elevation are judged to not have a detrimental impact to the dwelling, surrounding properties or the appearance and character of the Conservation Area.
The notes suggested by the Chief Fire Officer are not material planning considerations and for that reason are not attached to the report, as part of the recommendation.
It is recommended that the application be permitted.
