The site represents the holding of Ballakissack Farm, situated on the north western side of the A5 Castletown Road, via a lane which leads past the former Santon Primary School, now a centre for further education. The farm accommodates a number of buildings including a farmhouse and a large number of other barns and agricultural buildings which are largely grouped closely together around the farmhouse.
The site lies within an area of Woodland and an Area of High Landscape or Coastal Value and Scenic Significance on the Isle of Man Planning Scheme (Development Plan) Order 1982.
Planning permission was sought and granted for the replacement of the windows in the farmhouse under PA 05/2009 and for the erection of a slurry store under PA 05/92187.
Proposed now is the extension to an existing cattle shed which lies on the south eastern edge of the group of farm buildings. The extension would be a further 9 m in an easterly direction. The building will be the same width and height as the existing to which it would be attached. The building is partly open and partly enclosed by concrete panels and timber boarding with a fibre cement roof in a grey colour.
The Manx Electricity Authority recommend that there are underground cables or overhead lines in the vicinity of the site.
Department of Transport Highways and Traffic Division indicate that they have no objection to the application.
The proposed extension will be within the main group of farm buildings although extending it outward beyond the existing eastern profile of the barns. There will be no adverse visual impact from this, however and the proposal will comply with Environment Policy 15 which requires new buildings to be amongst others where possible and be of appropriate scale and appearance.
The Manx Electricity Authority raise issues relating to working practices around existing electrical supplies which is not a planning matter and should not be referred to in the planning decision notice.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

This permission relates to the erection of an extension to the existing barn, as shown and described in plan reference 3888-01 and the site and location plans received on 30th April, 2008.
C 3. The external finishes of the extension must match those of the existing building in all respects. C 4. The building must only be used for agricultural purposes.
