The site Allandale Farm, Ballamanagh Road, Sulby, is indicated within the red line on the submitted location plan, on the northern side of the Ballamanagh Road and south of Sulby Village.
The application site is within the area covered by the Sulby Local Plan Order 1998. Under this the application site is within an area recognised as being in an area of open space (including agriculture). Under the Isle of Man Development Plan Order 1982 the site is also within an area of High Landscape Value or Costal Value and Scenic Significance.
The following previous planning application is considered relevant in the assessment and determination of this application:

The application seeks approval for a Reserved Matters application for the erection of a agricultural barn.
Lezayre Parish Commissioners: Approval Highways Division:- No objection The owner/occupier of Strooanane, Ballamanaugh Close, Sulby, has objected to the application which can be summarised as; the site is within an area of High Landscape Value or Costal Value and Scenic Significance; the building is visually intrusive; the farm appears to be too small for an viable agricultural barn and therefore not essential; and excessively large.
The proposed barn has been indicated on the site plan. The indicated barn would have a length of 24 metres and a width of 12 metres. The footprint of the barn would be located approximately 22 meters, to the north, from Ballamanaugh Road. Along the south eastern boundary of the site consist of a 2 / 3 metre high hedgerow which runs the entire length up to Allandale Farm.
In principle the proposal has been acceptable due to the previous application. Therefore, this application only deals with the design, materials proposed to be used and impacts upon the surrounding countryside and nearby residential properties.
From the street scene, due to the boundary treatment which runs along the eastern boundary of the site the proposal would be very well screened, additionally, with siting, size and the proposed finished materials to be used, the proposal would have a very limited visual impact when viewed from the adjacent public highway. The proposal is also to be sited next to an existing group of buildings which will again have a less of a visual impact upon the surrounding landscape, compared to a barn being located in an isolated position within the countryside.
Regarding the impact upon neighbouring residential properties, the closest properties are to the north-east of the site approximately 59 metres away. It is considered the barn would not have a significant impact upon the properties due to the distance, the size \& massing of the barn and due to the existing agricultural buildings within the adjacent field, which is between the applicant's site and the residential properties, which would screen the proposed barn.
Some consideration should be taken, however, due to a current planning application, which is still under consideration, for the erection of a residential dwelling within the adjacent field, following an approval in principle application which was approved. Going on the basis that the application for the dwelling was approved, it is considered the proposal would not have an adverse impact due to the distance and size of the proposed barn.
Overall, it is considered the proposal would not have an adverse impact upon the nearby residential properties, nor would the proposal have a significant visual impact upon the surrounding landscape. For these reasons the proposal would seem appropriate in this location and therefore it is recommend the application for an approval.

It is considered that the following parties that made representations to the planning application do not meet the criteria of Government Circular 1/06 and should not be afforded interested party status:

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This approval relates to the proposed barn as proposed in the submitted documents and drawings 00524/1, 00524/2 and 3863-01 all received on 13th March 2008.
The external wall cladding of the barn is to be painted in an Olive Green colour.
The building must only be used for agricultural purposes.
