Officer's Report
The Site
The site represents the residential curtilage of an existing dwelling which sits on the northern side of the A5 Castletown Road as it runs past the Santon Motel. The house sits opposite the junction of the A5 with the A26 which leads to the Old Castletown Road (A25). The existing property is stone faced with brown coloured casements and fixed windows - mostly vertically proportioned but with top third opening casements. There is also a horizontally proportioned window at ground floor level facing the road.
Planning Status
The site lies within an area designated on the 1982p as of an Area of High Landscape or Coastal Value and Scenic Significance.
Planning History
The site has been the subject of previous applications for alterations and extensions, the installation of a cess tank, new access (PAs 89/1404, 98/1893 and 98/1893) - all permitted.
The Proposal
Proposed is the replacement of the vertically proportioned windows with centrally subdivided casements which reflect the sliding sash style of window which would have been in the original property, together with the replacement of the existing side porch with a pitched roofed stone porch.
Representations
Isle of Man Water Authority recommend a note regarding the provision of water supplies - this is not a material consideration and such a note is not relevant to the planning notice. In this case, the recommended note does not appear to have much relevance to the works proposed.
Department of Transport Highways and Traffic Division indicate that they have no objection to the proposal.
Assessment
The works generally improve the appearance of the property through the introduction of windows which are similar in general form if not detail, to the original windows and will enhance the appearance of what it an attractive and easily visible property. The porch is more attractive than the existing. In summary, the proposed works should be supported.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
The Isle of Man Water Authority raise issues associated with the provision of a water supply, which are not material planning considerations and as such the Water Authority should not be afforded party status in this instance.
