Officer's Report
The Site
The site represents the residential curtilage of an existing terraced property fronting onto Castletown Promenade and which backs onto a rear lane which runs behind Stenning Place.
Planning Status
The site lies within an area designated on the Castletown Local Plan of 1991 and the draft Area Plan of 2001 a Residential and is outside Castletown's Conservation Area.
Planning History
Planning permission has been sought for the conversion of the property to apartments (PA 05/92170): the later owners had replacement windows permitted under PA 07/0020.
The Proposal
The application proposes the erection of a replacement garage in the rear yard. The existing garage extends across approximately half the rear yard - the proposed extends across all of the yard and provides a double garage with internal dimensions of 5.6m wide and 6.5m depth. The garage will have a shallow pitched roof extending up to a ridge which is 4m high. A new mono-pitched lobby will
connect the garage to the main dwelling. The garage will be built to the boundary on the western side and close to but not adjoining the eastern boundary.
The garage door is to be a sectional door which rolls back into the garage rather than opening out onto the lane.
Representations
Department of Transport Drainage Division recommend a condition regarding drainage of the site
Department of Transport Highways and Traffic Division raise no objection subject to the garage door not opening out onto the lane.
Assessment
The garage is large but will maximise the amount of off-road parking available to the property. The garage will have a low pitched roof which will limit its height and will leave the existing side boundaries intact. The rear lane is characterised by a variety of garages and outbuildings and the works proposed will not be out of keeping with this.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of a garage as shown in drawing AT 860.1 and the location plan both received on 25th March, 2008.
C 3. There must be no discharge of surface water to the main foul sewer.
C 4. The garage door may not open out over the lane.
