Officer's Report
The Site
The site represents the curtilage of an existing dwelling situated on the western side of Abbott's Way - a new residential development off Crossag Road. The property is a two storey house with a two storey extension incorporating a garage on the right hand side of the property. To the north of the property is number 2 Abbott's Way and to the south is The Priory - a large house set back from the road. The application site includes a strip of land which runs between The Priory and Abbott's Way.
Planning Status
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as Proposed Residential.
Planning History
The dwelling was permitted under PA 97/1984 and since then there have been no applications submitted in respect of this site.
The Proposal
Proposed now is the addition of a garage on the southern side of the property. This will be 5.5m wide and 6.5m deep and finished to match the house.
Representations
Department of Transport Drainage Division recommend conditions regarding the drainage of the site. Malew Parish Commissioners and Department of Transport Highways and Traffic Division indicate that they have no objection to the proposal.
Assessment
The extension will add to the footprint of the property, however, there is adequate space to accommodate the garage without either over-developing the site or adversely affecting the amenities of those in adjacent properties.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 1.
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2.
This permission relates to the erection of a garage as shown in the "working drawing" received on 13th February, 2008.
C 3.
There must be no discharge of surface water to the main foul sewer.
C 4.
The development must include the provision of a vehicle footway crossing, constructed in accordance with Manx Roads 2.
The applicant is recommended to consult the Department of Transport Operations Section in respect of working within the highway.
