Officer's Report
The Site
The site represents the residential curtilage of two existing semi-detached properties which front onto Lime Street and back onto the rear lane which overlooks the harbour. The properties are presently two separate properties. Number 19 has a lane running to its north western side from Lime Street to the rear lane.
Planning Status
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 and the draft Port St. Mary Area Plan as Residential.
Planning History
The following applications have been considered in respect of this site: PA 99/1971 - extension to rear of property - permitted PA 94/0144 - extension to garage and alterations to roof, number 19 - permitted PA 95/1497 - erection of garage, number 20 - permitted
The Proposal
Now proposed is an internal alteration to introduce a door which will make both properties interconnected, effectively making two properties one. The reasoning behind the property is to have 8 April 2008
both properties occupied as separate units but with access within the properties. Whilst the applicant clarifies that it is not his intention to have the two properties used as one, this is effectively what is proposed in planning terms.
REPRESENTATIONS
Port St. Mary Commissioners raise no objection to the proposal.
ASSESSMENT
THE proposal will result in a reduction, if any alteration in traffic and parking required in association with the property and as such, no adverse impact on the neighbourhood. There are no external changes so no adverse impact on the external appearance.
If the applicant or future occupants wish to return the property to two dwellings, permission would be required.
PARTY STATUS
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
