The Commissioners wish to submit their views on the following planning applications:
- PA08/00247/B Mr Gary Hewitt, Narradale West, Narradale, Sulby. Erection of conservatory. Approved. Unanimous
- PA08/00260/B Manx Wildlife Trust, Field Number 130311, Old Sulby Road, The Curragh (Moaney & Crawyn's Meadows, Lezayre). Widen existing access and provision of replacement gate. Approved. Unanimous
- PA08/00272/R Mr & Mrs Francis Roy Masters, Kella Sheear, Kella Road, Sulby. Alterations and erection of fence. Mr Radcliffe declared an interest and took no part in the discussion. Refused. Unanimous. The Commissioners do not object to the fence as such but feel that it should be altered at the end to improve the line of sight from the neighbour's drive.
- PA08/00279/B Mr & Mrs J E Berry, Abbeville Cottage, Kerrowmoar, Sulby. Installation of replacement windows. Approved. Unanimous
- PA08/00294/B Ballamanaugh Properties Limited, Land To Rear And West Of Kella Close, Sulby. Residential development comprising seven detached dwellings. Mr Radcliffe declared an interest and took no part in the discussion. Refused. Unanimous. The Commissioners accept that the area is zoned for development, however, the Sulby Village Development Plan allows for a small further development of Kella Close comprising 3 detached dwellings. To be in keeping with the nearby properties these dwellings should be bungalows. The present plans for seven large houses is gross overdevelopment. They are also worried about storm water drainage from the site as the old railway line is much wetter than it used to be and further drainage onto that area would only exacerbate the situation. It is understood that the present sewage pipe leading from Kella Close goes under the garden of one of the bungalows, is the infrastructure adequate for a further seven houses?
PA08/00307/B Mr R Blacker. Conversion of barn to provide residential accommodation, Aust Farm Aust Lane Aust Approved. Unanimous.
PA08/00322/B Mr EJ Faragher. Erection of an agricultural building, Prospect Villa Andreas Road Aust. Approved. Unanimous
08/00326/REM Mark Bibby. Reserved Matters application to erect a dwelling, Land Adjacent to Allandale Farm Ballamanagh Road Sulby. Refused. Unanimous. The Commissioners have never been in favour of this application as it sets a precedent for further development in the village. They understood from the original application in principle that the house would be designed around the needs of the applicant's disabled daughter. They were not prepared for a seven-bedroom mansion and feel that the size of house proposed is totally beyond what must be required and out of keeping with others in the area. There are already drainage problems in the area which have halted nearby building work.
08/00328/C Gary Quilliam. Additional use of residential property as holiday accommodation, Glen Mooar Cottage Sulby Glen Sulby. Approved. Unanimous.
08/00333/B Mr \& Mrs P Jeans. Alterations to dwelling, The Old Nursery Garey. Refused. Unanimous. The Commissioners are very concerned that this site was originally a small bungalow and they feel that this is an overdevelopment of the site. (See objection to previous application 07/02070)
