The property is located within the Selbourne Drive section of the upper Douglas Conservation area as designated in September 2003.
This property no longer retains its original timber sliding sash windows to the principal elevation, having been replaced with top hung casements. Given that this property lies within an established Conservation Area, as defined within Planning Circular 1/98 the preference of the Building Conservation Section would be to retain/maintain the architectural character of the area.
It is noted however, that the majority of properties along Hildesley Road also no longer retain their original sliding sash windows, having changed them in favour of uPVC casements. The principal interest is the brickwork and castellated form of architecture. However, gaining a more appropriate half and half proportion to the existing windows is considered to be an enhancement to the character of the Conservation Area over the windows currently fitted. From the photographic evidence provided by the applicant, the proposed replacement windows, though in uPVC, conform to the existing conformity of window styles.
Given the reasons outlined above for the proposal to fit uPVC windows to the principal elevation, my recommendation would for approval.
I concur with the Assistant Conservation Officer's assessment. I consider the proposal would have a neutral effect on the character and appearance of the Conservation Area considering how it relates to the existing streetscene. I therefore recommend that planning permission be granted subject to conditions.
