In pursuance of powers granted under the above Act and Order the PLANNING COMMITTEE of the Department of Local Government and the Environment does hereby REFUSE the following application made on behalf of:

Reason(S) For Refusal:
- Flats 1 and 3 are unacceptable by reason that a) they fail to provide a pleasant clear outlook from the principal rooms; and b) the level of natural light enjoyed is unduly limited. As such the proposal represents an inappropriate form of development that would provide an unacceptable living environment for future occupiers. Accordingly, the proposed development fails to satisfactorily accord with the provisions of Housing Policy 17 of the Isle of Man Strategic Plan 2007.
- The proposals are not justified and neither do the proposals protect or enhance the character of the Registered Building as required by Policy RB/5 Alterations and Extensions to a Registered Building as set out in Planning Policy Statement 1/01.
- The proposed conversion would be contrary to General Policy 2 and Transport Policy 7 of the Isle of Man Strategic Plan 2007 in that the proposed car parking provision is inadequate to the needs of the development.
Note The Planning Committee expressed concern that the bin storage and external amenity was inadequately demonstrated as part of the proposed development.
This decision was made by the Planning Committee constituted in accordance with Article 3(1) of the Town and Country Planning (Development Procedure) Order 2005.

Whichever is the later. Any appeal against this decision must be in writing and must be received by this Department within 21 days of the date of this notice.
