Officer's Report
The Application Site And Proposed Development
The application site comprises of a detached dwelling that is located in the Ballajora area of Maughold.
The proposed development comprises of alterations and extensions to the dwelling. The proposal basically seeks approval for alterations to the existing garage to create additional accommodation.
Planning History
Whilst the application site has been the subject of previous planning applications it is considered that none of those are specifically material to the assessment of the current planning application.
Representations
Maughold Parish Commissioners do not object to the proposed development. The Department of Transport Highways Division do not oppose the planning application. The Isle of Man Fire and Rescue Service recommend the installation of smoke detectors.
Planning Policy
In terms of land use designation the application site is located within a wider area of land designated as being of high landscape or coastal value and scenic significance under the 1982 Development Plan Order. There are no site specific designations for the application site and as such the property is considered to represent a dwelling in the countryside.
Assessment
The extent of the proposed development is considered to be relatively modest and its consequential impact therefore limited. The effect on public amenity is considered to be acceptable and, given its location and the distance relative to neighbouring properties, the impact on residential amenity is also limited.
It is recommended that the planning application be approved.
Party Status
I consider that the following parties that made representations to the planning application meet the criteria of Government Circular 1/06 and should be afforded interested party status:
- Maughold Parish Commissioners; and
- The Department of Transport Highways Division.
I consider that the following parties that made representations to the planning application do not meet the criteria of Government Circular 1/06 and should not be afforded interested party status:
- The Isle of Man Fire and Rescue Service.

The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection. I confirm that this decision accords with Government Circular No 31/07 (Delegation of Functions to Senior Planning Officer) Decision Made: Permitted
