The application sought permission to erect two light industrial units on a mixed-use site accessed from Stanley Mount, Peel, surrounded on three sides by residential properties on Stanley Mount, Bridge Street, and Stanley Road. The site lies within the Peel Conservation Area. The key question for this revised application was whether those specific highway and amenity issues had been adequately resolved. The use of the site for light industry was accepted in principle given its mixed-use designation. The revised scheme proposed seven parking spaces, all accessible without any being blocked in, which met the required standard of one space per 30 sq m of floor space and was considered an improvement over the previous scheme. The Department of Transport Highways Division did not oppose the application, and Peel Town Commissioners recommended approval.
The light industrial use was acceptable in principle on this mixed-use site, and the revised access and parking arrangements were judged unlikely to cause the congestion or residential amenity harm that had previously led to refusal.
Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development.
