THE APPLICATION SITE AND PROPOSED DEVELOPMENT
The application site comprises of a parcel of land, which contains a detached garage building, located within existing residential development within Glen Auldyn, Lezayre.
The proposed development comprises of the erection of a replacement detached garage on the application site.
PLANNING HISTORY
The application site has not been the subject of any previous planning applications that are considered material to the assessment of this current planning application.
REPRESENTATIONS
Lezayre Parish Commissioners object to the planning application on the grounds that they consider that the proposed replacement detached garage would obscure visibility on this blind bend, which could be very dangerous as it is only a single track road.
The Department of Transport Highways Division do not oppose the planning application. The Department of Transport Drainage Division do not oppose the planning application. PLANNING POLICY
In terms of land use planning the application site is located within an area designated as predominantly residential use under the 1982 Development Plan Order.
In terms of strategic plan policy, although the Isle of Man Strategic Plan contains policies identifying general planning considerations that are applicable to the assessment of a planning application it is considered that there are no specific policies within the plan that are material to the assessment of this current planning application.
Assessment
The proposed development comprises of the erection of a replacement garage on the application site. As the application site is within an existing residential area and already contains a garage it is considered that the principle of a replacement garage is acceptable. The design of the proposed garage is similar to that of the existing one and the increase in size is relatively modest. Overall, the proposed development is acceptable.
Given that the proposed garage replaces an existing garage, it is set back from the road and that the Department of Transport Highways Division do not oppose the planning application the objection from Lezayre Parish Commissioners is not accepted as a reason for refusal.
It is recommended that the planning application be approved.
Party Status
It is considered that the following parties that made representations to the planning application meet the criteria of Government Circular 1/06 and should be afforded interested party status:
Lezayre Parish Commissioners; The Department of Transport Highways Division; and The Department of Transport Drainage Division.
