In pursuance of powers granted under the above Act and Order the Department of Local Government and the Environment does hereby REFUSE the following application made on behalf of:
Name: Douglas Corporation Proposal: Creation of car park, paving of roads and paths, formation of new pedestrian entrance, rebuilding of stone entrance piers and erection of metalwork arch at: Nobles Park Douglas Isle Of Man IM2 4BD
which was considered on 14th March 2008, for the reasons set out below.

Reason(S) For Refusal:
- The proposed car park would be contrary to the Douglas Local Plan 1998 in that insufficient justification has been submitted to support the introduction of a car park into an area of Public Open Space.
- The proposed car park will be a degree of permanence as a car park within an area of Public Open Space. This would impact on the overall setting of the open space and will impact on the visual amenities of the locality.
This decision was made by the Senior Planning Officer in accordance with the authority delegated to her under Article 3(13) of the Town and Country (Development Procedure) Order 2005.
Guidance Note
The decision contained in this notice does not become final until either;
- The time for requesting an appeal has expired; or
- Any appeal has been determined;
Whichever is the later.
Any appeal against this decision must be in writing and must be received by this Department within 21 days of the date of this notice.
