Officer's Report
The application site is currently a residential property within Douglas Town Centre. The site is zoned for mixed use purposes within the Douglas Local Plan. The proposed use would be compatible with the land use designation.
In respect of parking, there is very limited space on site for parking. The Highways Division of the Department of Transport do not oppose the application, as the site is situated close to public transport and car parking facilities. As such any parking which can not be accommodated within the site can be accommodated nearby.
I therefore recommend that planning permission be granted subject to conditions.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
Whilst Isle of Man Fire and Rescue Service and the Isle of Man Water Authority represents a statutory authority, the points raised in correspondence relate to Building Control matters and not planning and as such should not be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the change of use from a dwellinghouse to offices (Use Class 4) as shown in drawing numbers 2321/1, 2321/2, 2321/3 and 2321/4 date stamped 14th December 2007, Letter from Chrystals Commercial dated 3rd January 2008.
C 3. The use hereby permitted shall not be occupied until the car parking and manoeuvring areas have been provided in accordance with the approved plans, and those areas shall thereafter be kept available at all times for their respective purposes.
N 1. The applicant is advised to consult with the Fire Safety Department regarding all aspects of fire safety.
N 2. For a change in the water supply to premises (domestic or commercial) the applicant should contact the Isle of Man Water Authority Byelaws Inspector (Michael Karran), telephone 695957.
