Officer's Report
The Site
The site represents the residential curtilage of 24 Patrick Street, Peel, a terraced property situated in within the Peel Conservation Area.
Planning Status
The site is within an area identified as being "Mixed Use" by the Peel Local Plan (Planning Circular 6/89) and as mentioned is within a Conservation Area. Within the adopted Isle of Man Strategic Plan, Environmental Policy 35 which relates to development within Conservation Areas is considered to be relevant. This states:
"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."
Planning History
There are no previous applications considered material to the assessment of this application.
Proposal
This application proposes the installation of replacement windows to the front and rear elevations of the property. The existing windows, although of predominantly timber construction are not original or in the style of the original windows which would have been sliding sash. The proposed replacement windows would be PVC and would have central horizontal glazing bars. The front, second floor windows would have arched heads, replicating the shape of the window aperture.
Representations
Peel Town Commissioners recommend that this application is approved.

Assessment
The proposed windows would represent an improvement over the existing windows by virtue of their horizontal glazing bars which would replicate those of the original windows. The windows would also bring coherence to the front facade of the property and as such would enhance the Conservation Area.
Recommendation
It is recommended that this application is approved.
