The application site represents the curtilage of 3 Hildesley Road Douglas, a terraced dwelling located towards the south eastern end of the road.
The application site is located within an area identified as being "Predominantly Residential" by the Douglas Local Plan. The site is located within the Douglas (Selbourne Drive) Conservation Area.
Within the Isle of Man Strategic Plan, the following policy is considered to be relevant in the assessment and determination of this application:
"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."
The following previous planning application is considered relevant in the assessment and determination of this application:
PA01/00651/B sought approval for the installation of uPVC windows to replace the existing windows. This was permitted 15th August 2001.
The Department of Transport Highways Division indicates no objection to this application. Douglas Corporation does not oppose this application. We have received no privately written representations in relation to this planning application.
This application seeks approval for the replacement of the front and rear doors of the property which at present are painted timber with no glazing. The proposed replacement doors would be constricted from white uPVC with the front door having a small semi circular window aperture and four raised panels. The rear door is not visible from the public highway.
As the site is within a Conservation Area, there is a concerted effort to ensure that any proposed alterations preserve or enhance the area. A letter was sent to the applicant advising about the availability of grant assistance which would provide 50% towards the cost of a timber panelled front door. The applicant considered this offer but subsequently declined the offer.
The existing doors do not preserve or enhance the character of the Conservation Area, lacking any detail or fixtures of the original doors. The door proposed to be installed on the front elevation is of a design that would be sympathetic to the existing building with a small proportion of glazing and detailing that is more appropriate to the Conservation Area than the existing door. Whilst not strictly being of a style that is vernacular to the dwelling or the door is considered to be acceptable. The rear door is not visible from the highway and the replacement would not detract from the existing dwelling or the wider Conservation Area.
It is recommended that the application be approved.
