Officer's Report
The Site
The site represents the curtilage of an existing church situated on the south eastern side of Bowling Green Road. The building is relatively modern for a church and has a hipped roofed presbytery alongside but not adjoining the main church building.
Planning Status
The site lies within an area designated on the Castletown Local Plan of 1991 and the draft Castletown Area Plan of 2001 as Residential. The site lies outside Castletown's Conservation Area and the building is not Registered.
Planning History
Remedial works were permitted under PA 91/0603.
The Proposal
Proposed now is a two storey extension which will link the church to the presbytery. The existing vestry and boiler room will have one door replaced with a window and a window will become a door. The link will have an asymmetrical roof with space on the upper floor to provide stairs to the existing first floor records and meeting rooms.
Representations
Department of Transport Highways and Traffic Division do not oppose the application
Castletown Heritage do not oppose the application, suggest that the proposed windows could be less utilitarian and recommend that a condition is attached to raise awareness of two existing windows in the church, stained glass windows which are of international importance.
Department of Transport Drainage Division raise no objection subject to the provision of satisfactory disposal of surface water and
The Fire Prevention Officer requests the installation of smoke detection.
Assessment
The proposal adds only a small amount of new floor space and built fabric and this is towards the rear of the site which is viewed only by those visiting the site and by those who live close to the site. There is therefore limited if any impact on the public and very limited impact on neighbors of the site.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
Castletown Heritage, whilst providing useful background information, are not directly affected by the proposal and should not be afforded party status in this instance.
The Fire Prevention Officer requests the installation of smoke detection which is dealt with as part of the Building Regulations and as such is not a planning matter. The Fire Prevention Officer should not be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the alterations and extensions shown in drawings PL/001 and -002 both received on 19th November, 2007.
C 3. There must be no discharge of surface water to the main foul sewer.
C 4. The external finishes of the extension must match those of the existing church building in all respects.
N 1. PRIOR to the commencement of any works the applicant is advised to consult the Chief Fire Officer to ensure that adequate fire precautions are taken.
N 2. The applicant is encouraged to advise all workers on site of the status of the two internationally important stained glass windows in the church, as identified by Castletown Heritage.
