This application sought Registered Building Consent to alter and extend Milntown, a large castellated former dwelling in Glen Auldyn, Ramsey, in order to create a restaurant, shop, public access areas, and parking. The works included demolishing an existing lean-to conservatory and carrying out internal alterations, in association with a linked planning application. Milntown is described as a two-storey building with castellations, hood-moulded windows, and turrets set within its own landscaped grounds. The proposed single-storey addition was found to be subservient to the main building due to its low-lying massing, and it is partially sited where the existing lean-to glass structure stands. The Planning Committee approved the application, with 11 conditions attached to the consent. The officer also recommended approval.
The Planning Committee approved the application. The proposed single-storey extension was considered subservient to the main Registered Building by virtue of its low-lying massing, meaning it respects the character of the historic structure. The demolition of the existing lean-to conservatory and the internal alterations were also found acceptable in this context.
Alterations and Extensions to a Registered Building
I have considered the content of the application with particular consideration to Policy RB/5
POLICY RB/5 ALTERATIONS AND EXTENSIONS In considering whether to grant planning approval for development which affects a registered building or its setting and in considering whether to grant registered building consent for any works, the Department shall have special regard to the desirability of preserving the building or its setting or any features of special architectural or historic interest which it possesses. Registered building consent is required for the building's alteration in any way which would affect its special architectural or historic character. There will be a general presumption against alteration or extension of registered buildings, except where a convincing case can be made, against the criteria set out in this section, for such proposals. Applicants for registered building consent for alteration or extension to a registered building must be able to justify their proposals. They will be required to show why the works which would affect the character of the registered building are desirable or necessary and they should provide full information to enable the Department to assess the likely impact of their proposals on the special architectural or historic interest of the building and on its setting. Where registered buildings are the subject of successive applications for alteration or extension, consideration will also be given to the cumulative affect upon the building's special interest as a result of several minor works which may individually seem of little consequence.
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.

PRIOR to the commencement of any building works, a photographic survey must be undertaken to record all existing internal and external features of interest and provided for approval by the Planning Authority. Such a record to be prepared in consultation with the Conservation Officer of the Department
Condition 4
Prior to the commencement of the development, a sample panel of boundary wall stonework must be prepared (to indicate lime mortar pointing, stone type and coursing) on site, for inspection by the Conservation Officer and approval by the Planning Authority.
Condition 5
PRIOR to the commencement of any works on site, a large scale drawing (1:20 / 1:10) must be produced for approval by the Planning Authority, to show the detail and material of the proposed ramp into the proposed Shop.
Condition 6
The roofing slate to the extension should match that of the existing house in terms of colour, material (it should be natural slate) and size.
Condition 7
Prior to the commencement of works, a sample of the roofing slate must be approved by the Planning Authority.
Condition 8
Prior to the commencement of works, a sample of the crushed limestone finish to the proposed driveway, car and coach parking areas must be approved by the Planning Authority.
Condition 9
PRIOR to the commencement of any building works, further large scale (1:20 / 1:10) detail drawings are to be produced of the windows and doors to indicate the framing detail in the proposed restaurant are be provided for approval by the Planning Authority.
Condition 10
PRIOR to the commencement of any building works, large scale (1:20 / 1:10) detail drawings are to be produced of the gateposts and associated gates on to Glen Auldyn Road for approval by the Planning Authority.
Condition 11
The Manx Museum and National Trust must be informed of the date when building work is to commence and be given access at all reasonable times, and reasonable opportunity to inspect the site, observe all excavations and investigate any archaeological features exposed.
