In pursuance of powers granted under the above Acts and Order the Department of Local Government and the Environment does hereby REFUSE the application made by you on behalf of:

Proposal: Conversion of barn to holiday cottage and erection of double garage at: Mount Pleasant Lhoobs Road Eairy Douglas IM4 3JA
which was considered on 27 September 2002, for the reasons set out in the attached schedule.

Reasons For Refusal
Application Ref No: 01/01370/B On Review
- By reason of the proposed alterations to the existing barn, particularly;
a) the increase in height; b) the external fenestration and materials; and c) the rendering of the existing stonework, the development would adversely affect the character and appearance of the original barn and this would be contrary to the provisions of Planning Circular 3/89, "Renovation of Buildings in the Countryside".
- In any case, no evidence has been submitted to persuade the Planning Committee that the barn is redundant and is no longer required for the purposes of managing the associated land (the Planning Committee notes that this was the reason for refusal in respect of PA96/1260 for a similar proposal).
- The proposed garage by reason of its size and finish would detract from the appearance and setting of the original barn, contrary to the provisions of Planning Circular 3/89.
- No withstanding the above, insufficient evidence has been submitted to establish the structural condition of the building in order to adequately demonstrate that the building could be converted in its present form.
NOTE Any future application must be accompanied by a structural engineer's report and provide real evidence of redundancy. Any new scheme must be in accordance with Planning Circular 3/89.
NOTE The Planning Committee notes that a satisfactory proposal has now been approved under reference PA 02/244.
